Abstract

As part of the Planning Process, Section 106 Agreements place obligations on developers to provide contributions to help mitigate the impact of their developments. These contributions are collected by the Growth and Infrastructure Unit for Services across the County. This Dataset shows the pots of money currently held (recorded by the Planning Application Location), by either Refund Date, or by Service and have been categorised as either being a “Generic Contribution” towards services within the area of the development or for a “Specific Project”. This information is published in order to support Service staff plan their spending, and ensure that funds have been requested before their refund date. The Published Spreadsheet is called the “Traffic Light Report” as it has coloured the records by Refund Date, Red less than 3 years, Amber between 2 – 5 years and Green anything over 5-years (Contributions without a refund date are also shown as Purple in this mapping layer).

Planning Application and S106 Obligation information is held within the MasterGov DEF Database. The Centroid for the Planning Application is based on either the information provided by the developer, and/or confirmed by digitising the boundary. The S106 Monitoring Officer has responsibility for requesting contributions based on Triggers within the S106 Agreements. These ammounts are recorded within DEF (as well as by the Finance Teams within SAP – Capital Finance are the “managers” of the money, and the unique codes for “pots” are from the SAP WBS Codes). Once this has been collected, there is a S106 Approval Process for spending these funds, and these as well as anything spent out detailed. Over Financial Year 2022-2023 GIU undertook a project to code all Projects referenced within S106 Agreements (the Obligation “Clause”), and Projects/Schemes that have benefitted from Growth funding since 2015, rather than the free-text recorded previously.
